Find my iPhone
I had to Turn off Find My iPhone to restore my Phone. It is now missing and I didn't have a chance to turn it back on. Is there any way to turn it back on from my Mac or iCloud ?

No. It has to be done from the device itself.

In the event that I don't get that phone back I have my old phone could I just transfer the number?
Probably. Contact your carrier.
Very likely. Contact the telephone company that provides your service. The number is really linked to your account, not a particular piece of hardware and people change hardware all the time.
