Can I use my iCloud to unlock a passcode I forgot from my other phone that’s also linked to this iCloud? If yes how?

The only way to reset a screen lock passcode on an iOS device is to erase it. That is a deliberate design feature to ensure that nobody, at all, can gain access to an iOS device’s data without the lock passcode. There is no passcode recovery option nor remote reset in iOS. All you can do is erase the device by restoring as new in iTunes, or if it is not yet disabled and connected to WiFi, via a find my iPhone remote erase.
