My ipad has lost the ability to connect to wifi. It's not a connectivity issue, it's like it doesn't even know it can connect. I can't reset it as I have no internet connection in order to use my apple ID. Is it a hardware issue?

Most likely due to the age of the device it is experiencing a hardware issue. There is not a whole lot you can do.
