Keyboards - Slovak/Czech

Is there any way to swap the “y” and “z” characters to mirror the English keyboard? For some reason Apple decided to swap their locations in the Slovak & Czech locations and it was easier to have just the one Slovak keyboard to use for Slovak & English. (Only difference WAS Slovak keyboard was qwerty not qwertz.... I keep typing “z”s for “y”s now 🙄
