Dictation on my 2018 MacBook Pro simply doesn't work. I have followed the directions to start dictation several times but nothing works. I did talk to the Apple Help person and he helped with some strange combinations of Keystrokes that apparently reset everything and the dictation worked briefly but stopped working again almost immediately.

A note sent to me by an Apple Support person fixed it.
I have "Webroot" security software installed on my Macbook and when I'm in the application I wish to dictate in, I click on the Webroot icon at the top of the screen and then click on the "Pause Secure Keyboard Entry" option. With that enabled, I can dictate fine.
On the iPhone, no problem.
