Updating and downloading in App Store

When I try update or download something in the App Store this happens how do I fix this

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
