My Apple Music account is up to date and I have already payed for the month of August but for some reason it is not allowing me to play my music and I don’t have a cellular connection

You need Internet, can you get onto wifi?
Once you hsve Internet you can try this
Sign out of the iTunes Store and then sign back in.
In settings - Music - Turn off iCloud Music Library and then turn it back on.and Turn on “Show Apple Music”
