Hello,
I am using apple smart keyboard for 10.5" iPad. When i switch to Bulgarian language one of the symbols - "ч" is located in the bottom left corner , on the left side of the Z-button. The problem is that I am not used to a position like this. Usually the "ч" button is located on the top right corner, on the left side of the 1-button. My question is if i can switch the input of those buttons?

Go to Settings > General > Keyboard > Hardware Keyboard > Bulgarian. Tap over at the right edge and try all the options. It's not possible at present to do more than that in iOS, but you can ask Apple to add a means for customizing hardware keyboards via

Hello,
Smart Keyboard is designed to only be used with the language it was designed for. For example, you can only use an english Smart Keyboard with the english language.
How to change button function on apple smart keyboard?
