Apple ID & PW

I forgot my password on the phone. Then I got a new iPhone. So I made a new ID & PW. The problem has started. I imported the information from the old phone to the new one, but I can not recover my old Password. I tried many times and visited iforgotappleid.com. They made me to wait for the recovery time for 2 weeks, 24 hours, or 1 week. It has been a month I can not use apps on my new phone. What can I do? Please help!
