Thank you for using the Apple Support Communities. If I understand correctly, you signed out of your Apple ID and when you start back up you're seeing an error about a profile installation.
For clarification, are you trying to install the profile yourself when this error occurs? Are you using these steps? Install a configuration profile on your iPhone or iPad
It sounds like this device is managed by an institution, or otherwise has a Mobile Device Management profile installed; is that correct? If so, have you tried getting in touch with the administrator yet?
Were you able to connect to either cellular data or Wi-Fi when trying to sign in?
Does it help if you Restart your iPhone, iPad, or iPod touch and try again?
