Family sharing purchases - buyin on your own as non-organizer

How can family member (not organizer but adult) make a purchase in iTunes with his own credit card and that purchase is not visible to organizer?

They can't, not if that account is part of the Family Share - they can potentially use iTunes gift cards on their account and then hide the purchase (which will hide it from showing for (re)downloading for everyone, including yourself : Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support), but they cannot use their own credit card
