Voice Memo app?
Where is the Voice Memo app on a Mac running El Capitan? It's is not in Applications nor Utilites, at least not on mine. Nor can I find in the App store.

That isn't a built in application. Try going to the App Store and type Voice Memo in the Search box at the top right.
