why is my account been disabled in App Store and iTunes?

We are fellow users, we won't know. Contact iTunes Support in the country where you live (and which is therefore the country on the account) and ask them, and you could see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
