Why is my account locked and why are you asking for my social security number?

If you've received an email it won't be from Apple, it will be a phishing email (Apple doesn't send emails about accounts being locked, and obviously they wouldn't need to ask you for your SSN ; Apple/iTunes also knows your name so wouldn't address as email as 'dear customer', 'hello' etc.) - you could forward it to Apple : reportphishing@apple.com , and then delete it.
