Configuring Mail: Stuck dialog "Select the apps you want to use with this account:"

Configuring a mail account via System Preferences.app or Mail.app takes you through a config assistant. Everything works until it asks me, ‘Select the apps you want to use with this account’ and gives you the option to use Mail or Notes. No matter what you select, clicking the "Done" button turns it into a "Next" button, which is unresponsive, and then you are stuck in the dialog, with the only option to cancel out and lose all the configuration data you had entered just before.

Pretty bad user experience. Is there any other way to set up an e-mail account with Mail.app?

This topic has been brought up numerous times in the Apple Communities in the past, but just occurred to me in Mojave. And it seems there is no solution found yet.
