When you first ever sign into iCloud from any Apple device, you will be prompted to create your new iCloud email address. The email account is a standard part if every iCloud account.
To use that email on an iOS device, just go to the iCloud account settings and flip the email tab to “on”. That automatically sets up iCloud email in the iOS mail app.
