Is Apple able to remove the iCloud account from my iPod?

I got my iPod from a friend, I accidently deactivated his iCloud account and asked them to reactivate it so I can get into my iPod. They are being stubborn and keep telling me to send it to apple. Is apple able to remove the account from my iPod?

No, Apple doesn’t get involved with used devices at all. Your friend needs to disable activation lock on that device using his AppleID and password. See - Turn off Find My iPhone Activation Lock - Apple Support
