Settings are not accessible.
I cant get to my apple id from my phone i have to sign in on the web . Why ?

This is the whole Settings app on the phone ? Or just your account ? If just the account check if you've set Settings > Screen Time > Content & Privacy Restrictions > Account Changes to 'Don't Allow Changes'
