iPod Nano 7th generation lost memory

I purchased a "like new" iPod Nano on ebay. Seems to be fine with one exception. The memory shows a capacity of 14.6GB and available memory as 14.6. Nothing has been downloaded, no music, videos, photos, etc. The device is supposed to have 16 GB of memory. Is this an issue I should be concerned about? Thanks.

By the way, just so you know (and to add weight to what I've told you), iTunes tells me that my 128GB iPod Touch has just 119.21GB of storage. My old (now sadly no longer working) 160GB iPod Classic had access to only 148GB.
