Apple ID password

I am using my deceased brother's iphone. However, the apple id password was locked and I was required to input a phone no. which I don't have.

activation lock is a theft protection

and it's not as much a lock in the phone it's at apples servers

Turn off Find My iPhone Activation Lock - Apple Support

If you forgot your Apple ID - Apple Atbalsts

If you forgot your Apple ID password - Apple Atbalsts

if these 3 links can't help you then your only options are

https://getsupport.apple.com/

and or https://www.apple.com/retail/geniusbar/
