unlocked sim not supported

i am from india. i bought iphone 6s in japan. it is 6 months old. first i have unlocked sim card in japan. but now i erased all the data and i get same problem. sim not supported. please help me how to solve it.

Your device was never unlocked when you bought it.

Only your carrier can remove the sim lock.

Use a working device to call your service provider.

The lock came back on when you reset the device.
