Does apple call or just email if there is a breach in my iCloud account. I have received suspicions phone calls claiming to be apple support from Canada 506-****-1517 and several other numbers

Apple does not make such calls. The callers are criminals trying to steal your personal and financial information. They often use number spoofing to pretend to be calling from a legitimate business.
