turn off pass code

If you use Screen Time and if Changes to Accounts are restricted, you may not be able to change the passcode if that is enabled. Take a look at this.

Is your iPhone a "company" device? Should be this case, that function could have been restricted, and you need to contact your IT Admin/Supervisor.

Do you have a company Exchange email account on the phone? It doesn’t have to be a company phone. But if you have change passcode available, I’m not sure that would matter.

That's weird. Instead of turning your passcode off, is the feature "change passcode" available?
