When both Bluetooth and Wi-Fi fail that is usually a hardware problem; failure of the radio chip that controls both of them. Make a genius bar appointment to have your phone checked out-->Genius Bar Reservation and Apple Support Options - Apple

What happens if, instead of using control center, you try to activate them in Settings>Wifi or Setting>Bluetooth?

If you get no improvements, I would try resetting your network settings going to:

Settings>General>Reset>Reset Network Settings.. keeping in mind that this procedure also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before, but NO other data is affected.

When done, restart your iPhone and test it.
