icloud backup to an older iphone
my iphone 8 broke so i did an icloud backup to my old iphone 6 with less memory on it and all of my settings didn't transfer, is this because it's old and less memory?

The settings themselves likely transferred, but they may try to get access to things in iCloud and you may not have enough storage on the phone for everything. It would help if you were more specific as to what is missing.
