Disabled iPad with passcode

Hi, I have an iPad mini which has been disabled. Screen says connect to iTunes. When I do connect to iTunes, I receive an error noting itunes could not connect....becuase it is locked with a passcode. I tried restarting in recovery mode, but receive the same message. Any help on how to get past this?
