Verification of the card

Hi ! I am having a problem with my card in Apple Pay ! I just scanned it and when I want to verify it I can’t see any options of verification and when I press next it says that verification is not available ! What should I do ?

Does my bank has to be opened when I try to verify my card ?

Also does the phone number which is in the phone need to be the phone number of the card because I have my card on my old number which is not in this phone
