Adding/updating payment method

Why is it saying that my card failed or declined when all I’m doing is adding or updating my payment method? I have no subscriptions that I should be charged for and Apple Shouldn’t be trying to take money out of my account when I’m just updating my information. And also to let you know I do have over $10 in that one account.
