Iphone 7 plus

I can’t install and update an application. It keeps on asking me for billing information that I have already confirmed a hundred of times. I tried removing and adding the payment/shipping address too. But nothing works.

"There is a billing problem with a previous purchase" How to fix? whenever I try to update an application my phone gives me the prompt; "There is a billing problem with a previous purchase". I already sorted this out though and everything is paid for. my card is linked to my phone
