Using two credit/debit cards on one Apple ID
Under one Apple ID, I’d like to pay for iTunes purchases and services with one credit card, and for iCloud services with another one.
Is it possible?

You can't do that. There isn't a way to designate which card pays for what. Normally, the primary card will be charged for everything.
