It's difficult to say because the party you need to speak with depends on the type of purchase we're looking at—for example: if the payment was made in the App Store to download the app or was a subscription to the app, you'd want to speak with iTunes Support through this link: Apple - Support - Topic Selection. However, if the purchase you made was for something within the app, such as a service provided solely by them, you'd want to speak with their support team.
