Why am I unable to use my debit card to download a free game , I wouldn’t use it unless I was making in app purchases , right now I’m unable to update my ( free) games because at the present time there is no money in the account , I don’t agree with that policy
You don't have to agree with the policy. You can simply not purchase anything from Apple using your debit card with no money on it.

Ok I’ll accept it that , I just want to be able to update my games I have right now, I know I can’t make purchases without any money on my debit card , so as it stands now I can’t update my free games until there are available funds
