I'm getting phone calls from Apple(?) saying my iCloud account has been hacked. Is this a scam or legit?

Absolutely a SCAM!
Apple has no idea what's happening to your account, what is a legit login and what isn't. They don't monitor user accounts in that way, as it would be a violation of privacy.
Apple also, will never reach out to their customers first (as it is unsolicited), and the only way to tell if your account has been hacked, breached, or compromised in any way is if changes start happening to your account data (like changes to account information, trusted phone numbers, payment methods, name & addresses etc), or if you're on Two-Factor Authentication, you'll get a login notification to your phone for each login from an IP address or browser that hasn't been previously used or trusted. At that point, you'd most likely be calling Apple asking for help reclaiming the account and that's the first time they'll hear about your account being breached.

Such calls are scams from criminals attempting to steal your personal and financial information. Hang up on them.
