I have the same issue.
What you can do is click on a contacts text messages and slide down the top for an option to place a face time call. See attached screen shot.
I have done that it still doesn’t help and this is what i get when i try to re install FaceTime app
On appstore they say that some features are unavailable on my iPhone 8
pakistan i purchased it used from a retailer but I didn’t check it for FaceTime, my last iPhone had it
