Safari has most options greyed out and I can't click in browser window at all

Hello, my safari isn't working correctly. Before I get into the details I've run Malwarebytes for mac and it didn't find any issues. What's happening is that when I first launch Safari I get an error that the server isn't found. Then it loads the launch screen with apple and disney icons but I can't click anywhere in the browser. On top of that I would say about 2/3 of the safari options are greyed out including preferences. I usually use chrome but I need safari for testing purposes. Any thoughts on what's going on and how to fix it?

The problem has been solved. When I initially open Safari a box that says make this my default browser with buttons that say something like keep data from firefox or don't pops up. It quickly disappears and yesterday I didn't have enough time to click it. Once it disappears on its own then there's no way I can get access to it and the browser behaves the way I previously described. Today I was able to close it before it disappeared and everything worked just fine...

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply.
