Can Apple locate a lost iPad

Since the iPad has a serial number Apple can use to locate, does Apple have the ability to help me find a lost iPad?

No and they won't even try. Apple does not get involved with lost devices at all.

Apple provided the Find my iPad app for you to track a lost or stolen iPad, iPhone or iPod Touch.

Read this link on what to do if your iPad is lost or stolen. Hopefully, you enabled Find my iPad, but if you didn't, your device cannot be tracked. The serial number will not help you.
