My iPhone can’t record because of no storage space
Why is it telling me that my phone can’t record or take pictures because of no storage space but I have tons of iCloud storage available?

Because the error is about iPhone Storage, not iCloud Storage. They are two independently different things. Having iCloud storage cannot increase your iPhone storage. That is fixed at the time of purchase and can only be increased by deleting content on the iPhone.
