App store needs verification?

Whenever i try to download an app from the appstore, free or not, there’s always a pop up that asks me to verify. there’s nothing to verify. it just gives me an option to change my address, or press done. i’ve tried everything that google suggests, but nothing works. i even bought an apple gift card assuming i had some unpaid subscriptions, but no. it still doesn’t work, and i’ve wasted my money on a card that i can’t use.
