Can I still access my Apple music and iTunes Match if I cancel (changing regions)

It is not clear to me if I can still access my Apple Music account after I change regions. You have to cancel your Apple Music subscription (paid until feb 2020) and iTunes Match in order to change regions.

No. Anything in your iCloud Music Library expires when you close the account. Downloaded Apple Music content will cease to function. Downloaded Match content, purchases, or other locally stored media will remain. Once you switch stores you can no longer access past purchases from the previous store. I would suggest you do not change regions until you have to. Make sure all of your content is downloaded and backed up.
