FaceTime doesn't work

This iPhone was bought in the UAE but I never lived there neither do I have citizenship am in Africa and my face time doesn’t work my I phone is set to restrict it

Yes because you purchase an iphone in a country where facetime is restricted.

You'll need to buy another iphone in order to use facetime.
