I am getting charge twice for a charge that i did not authorize. need to talk to someone from the billing department.

Contact 1-800-MYAPPLE and explain your situation.
You can check your subscriptions and purchase history in the device Settings > Tap on your name at the top > Tap on iTunes and App Store > Tap on your Apple ID in blue at the top > View Apple ID
I believe in 12.4 there is a subscriptions tab under the Apple ID menu when you tap on your name at the top in settings.
