Add to Apple pay

trying to add money to Apple Pay, keeps telling me to view and agree to new terms and conditions. I click continue and it keeps coming back to the same page. Any help? Just need to add money, and send it.

sign out of Apple ID on your phone, restart it and sign back in.

Open Wallet>tap on the Cash card>tap on the three dots in the top right corner>scroll to the bottom where it says "terms and conditions."

Yes, I did that. I scrolled to the bottom and clicked on terms and conditions and it takes me to the same continue page. Click continue and nothing happens 😓
