can not set up apple cash

I just got it to work! I connected to a VPN and then it finally went to the Terms and Conditions screen. I think network connection failures are not handled gracefully (was it DNS error? my firewall? who knows). So try connecting from another network or use a VPN connection, it might work :)

You said you have 2 step verification. This is different from 2 factor authentication, which is required for the Wallet. Do you have other cards in the wallet?

BTW, while you need a debit card to add money to Apple Cash, you don't need it to just set up Apple Cash.

You might try going to Setup, then pressing the HOME button. Wait a second, then double-press the HOME button and swipe up on the Settings app to force it to restart.

I had this same issue and was able to resolve it (after many chat sessions and live phone conversations with apple support). Final support person suggested turning off wifi and try using only the cellular network. this worked for me. We first tried the opposite, turn cellular network off and only use wifi.

So try both ways if Cellular only doesn't work for you. Unfortunately, there was no real explanation why this worked so....

I have the exact same issue. No error message at all, it just takes me back to the same screen as you've described. Very frustrating!

Make sure the region for your Apple ID is set correctly and the region on your phone is correct. Where are you located?

I did not ask you where you were I suggested that you double check it to see if it was correct.
