Can I withdraw cash if I don’t have a bank account?

To actually withdraw cash you need a bank account. You can spend the cash that's in Apple Cash using the Wallet, but you need either a debit card or a bank account to actually withdraw cash. There is a (small) charge to transfer to a debit card, no charge to transfer to a bank account.

The only way you can use the money on Apple Cash is through Apple Pay.
