I don’t have the plus sign on my wallet app. And also when I go to settings I don’t even had the wallet option, what can I do ?

Where was your phone purchased? Check your region for your Apple ID and on your phone.
What phone model is it? Did you make sure that your Apple ID region is set correctly also? https://appleid.apple.com/

It was purchased in Saudi Arabia and my region/country is set to Saudi Arabia as well
phone model is iPhone8 Plus. Apple ID Region is set to Saudi Arabia. But still no + sign in the apple wallet app. I even tried restarting my phone
