Where are the “X” s?

The “x” in the upper left corner of the icons is missing. How to get it back?

If you hold your finger on an app until they all start to jiggle and the x in the left corner does not appear, you have allow changes turned off in Settings > Screentime > iTunes & App Store Purchases > Turn on Allow Changes
