App is not compatible with decide

I'm trying to download 'Netflix' to my iPad mini but It keeps telling me that the app is not compatible with the device. I have managed to download other apps and it seems to just be Netflix that isn't downloading. The device is updated to iOS 9.3.5 and there is no other software update that has shown up.

Netflix now requires iOS 11 or higher. Your iPad is too old, and under powered to run the now required 64 bit software for the newer iOS levels.

If you had owned the Netflix app previously, you can see if you can download it from your purchased app history in the App Store, Tap your Photo in the upper right hand corner, tap purchased, tap not on this iPad and if you've owned it previously, you may be able to download it there.

If you have never owned the Netflix app for iPad, and you want Netflix, then you need a newer iPad capable or running the newer iOS levels.
