why is apple declining my card? I have more than enough money to pay for it but yet it still says card error! Apple you need to fix this I can update and not download new apps or pay for certain things!

Apple are not here, these are user forums, we are fellow users.
It could be being declined for a number of reasons e.g. if it's a debit card (not all work with iTunes), or the card issuer might be declining it for use with iTunes, or it might just be failing iTunes validation (e.g. being registered to exactly the same name and address as on the account, having been issued by a bank in the country where you live and which is therefore on the account).
Try a different card.
