How do I transfer the contents of my old iPad to my new iPad using only wires and IOS 12.4, no WiFi ? I’ve read it’s suppose to work but not How to make it work.

The wired connection part of the article specifically states iPhone to iPhone. It doesn’t mention iPads at all. The heading is Transfer Data directly from one iPhone to another.
Quick Start with iOS 12.4 says that it supports a wired connection directly between devices, but that part of the article specifically calls out iPhone so it is possible that this is not available for iPads. Quick Start is available, but the wired transfer between devices may not be available to iPads (for whatever reason).
Just for reference, how are you wiring your two iPads together, a USB-C to Lightning cable?
I just spoke with Technical Support. The lightening to usb3 camera adapter and a lightening cable will work and the article does include an IPad. I'm trying it tomorrow when the iPad and cable come in the mail. Wish me luck !

Only in the context of Quick Start, not the wired connection portion of the article.
In any case, give it a go and let us know how it works. The 3rd party review I read about the new wired transfer method (for iPhones) showed that it was not appreciably faster than wireless transfer.
In the context of Quick Start, it will work for an iPad. However, the support article says over and again that data migration is from iPhone to iPhone.
For your sake, I hope it works, but if it doesn’t, this won’t be the first time that “technical support” is wrong. I too wish you good luck and will be interested to hear how it goes.
Booger ! You were correct. It worked for Quick Start but not for wired transfer. Now I have to do something I have always fought against...backing up to the Cloud. It's like running down the street naked and hoping no one sees you.
Sooner or later, someone will find a way to fumble around in the Cloud and see your personal stuff.
