Safari won't load. Yet it shows that it is when I look at Force quite.

I'm on a MacBook Pro, OS 10.14.6. And have plenty of memory.

A couple days ago I clicked on Safari on the dock and it never jumped up and down. Nothing happened. It is sometimes sluggish especially in the morning. AS I recall I tried to power down and restart but it wouldm't do that because Safari was not quiting. So I went into Force Quit and it was indeed there (no little black teepee below the Safari icon on the dock) so I forced it to quite and continued to shut down and restart my computer. That didn't fix it. When I go into Applications folder and click Safari there in an effort to open it. I get a message "Application 'Safari' is not open anymore." File info says it was last modified 8-8-19; version 12.1.2; and last opened 8-27-19 8:23 am. But it never opened for me. When I look at Force Quit right now, Safari appears there. Yet there is no indication on the dock that it is open. I cannot get it to come up so I use it. And Applications says it is NOT open anymore. I'm using Foxfire at the moment to access this.

You are welcome. Shutting down using the power button doesn't hurt the computer.

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

Safe Mode - About

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin

Thank you Eric for your quick reply. I wasn't expecting that and went off to tend to other things. The screen hadn't changed and I didn't check my email. What I did instead was told it to Shut Down from the apple icon. Things closed but it didn't shut down. Nothing happened. After 7 minutes I held down the power button. I gave it several minutes before powering back up and now everything appears to be OK. I saved a link to your explanation for future reference. I'm assuming I didn't do any harm by powering down in order to restart in normal mode.
